With the relaxation of configuration policies, the penetration rate of medical imaging equipment is expected to increase rapidly

In order to improve the level of reasonable configuration and effective use, my country implements configuration planning and configuration certificate system for the management of large medical equipment. Among them, the National Health Commission is responsible for the configuration management of Class A large medical equipment; the provincial health commission is responsible for the configuration management of Class B large medical equipment. Medical imaging equipment, as a high-end medical device, has always been strictly configured and controlled. But this situation will change in 2023.

In March 2023, the National Health Commission issued the "Large Medical Equipment Configuration License Management Catalog (2023)", and compared with the 2018 version of the catalog, the management items were adjusted from 10 to 6. Among them, Class A was reduced from 4 to 2, and Class B was reduced from 6 to 4; positron emission magnetic resonance imaging system (PET/MR) was adjusted from Class A to Class B; 64-row and above X-ray computed tomography scanners and 1.5T and above magnetic resonance imaging systems were removed from the management items and no longer required configuration certificates.

In June of the same year, the National Health Commission issued the "14th Five-Year Plan for the Configuration of Large Medical Equipment". Compared with the allocation plan during the 13th Five-Year Plan period, the number of allocations has increased significantly. For example, 860 new PET/CTs were added (551 during the 13th Five-Year Plan period), an increase of 56%; 141 new PET/MRs were added (77 during the 13th Five-Year Plan period), an increase of 83%.

Overall, the liberalization of allocation certificates and the increase in the number of allocation plans will promote the expansion of high-quality medical resources and achieve a balanced regional layout, and the penetration rate of large-scale imaging equipment is expected to increase rapidly.
